Adv. Welcman provides legal advice to the firm's clients in a wide range of fields, specializing in infrastructure and tenders law.
Adv. Welcman advises governmental companies, municipalities, public bodies and state agencies; prepares complex legal opinions on a variety of issues, including tender law; and supports officers of various institutions in meetings and professional committees.
Adv. Welcman has extensive experience in the field of infrastructure and provides ongoing legal support for various aspects of the tender process: tender drafting and publication, opening of proposals, assisting the tender committee in performing its duties, drafting questions and answers for bidders, overseeing the transaction with the chosen bidder, and providing advice relating to court proceedings. Adv. Welcman has accompanied major public projects such as national highway construction, energy facilities and light railways.
